2、,JapanReceived:July20,2011/Accepted:August31,2011/Published:February20,2012.Abstract:InaccordancewitharevisionoftheContainersandPackagingRecyclingLaw,thereisanacceleratingtrendtowardschargingforplasticshoppingbags(PSBs)inJapanforthepurposeofreducingtheirdischarge.Theobjectivesofthisresearc
3、hweretogauge,bymeansofaquestionnairesurvey,theopinionsofretailerswithregardtochargingforPSBs,andtoconsiderfuturedirectionsforreducingthequantityofwaste37discharged.AquestionnairesurveyonchargingforPSBswasconductedforretailstoresinShizuokaCity.Thesurveywascarriedoutintwophases.Theresultsoft
4、hefirstphase(AugusttoOctober2008)showedthatsupermarketsweregenerallypositive,whileconverselyotherretailertypeswerenegative.Theresultsofthesecondphase(NovembertoDecember,2010),targetingonlysupermarketsthathadintroducedchargingafterthefirstsurvey,showedthattherewasnomajorconfusionandtheshift
5、proceededrelativelysmoothly.Inaddition,thenumberofcustomersdidnotdeclineonaccountofcharging,andtheratioofshoppersbringingtheirownreusable“ecobags”jumpeddramatically.Ontheseaccounts,itisevidentthatchargingforPSBsisaneffectivemeansofreducingusageofPSBs.Theauthorsviewitasimportantforthereleva
