3、opportunity.Therefore,ourcountryshouldbeinoppositiontohighlevelsofenvironmentalstandards,atthesametime,andtoadapttotheinternationaltrendofenvironmentalprotection,andadoptfeasiblemeasurestopromotethesustainabledevelopmentofChina'sforeigntrade.ChinesetiesChinaannouncedatradesurp
4、lusofUS$26.9bnforJune,arecordnotjustinChina,butworldwide.Exportsgrewby27.1%yearonyear,toUS$103.3bn,while，importgrowthfellto14.2%.TheloodofChinesegoodsonworldmarketsiscreditedwithhavingsuppressedinflationarypressuresintheglobaleconomy.Atthelocallevel,however,governmentshavecome
5、understrengtheningpressurefromdomesticbusinesssectorstohalttheflowofgoodsthaterodetheirprofitmarginsand,inextremecases,threatentheirsurvival.However,governmentsaresharplyconstrainedintheirchoiceofresponses.AsamemberoftheWTO,Chinaisprotectedfromthemostdirectmethodsforrestrictin
6、gtradeflows:importtariffsandtradequotas.AlternativessuchaspersuadingChinatoadoptself-imposedexportrestraintsorhigherexporttaxesareunlikelytoprosper.ThisispartlybecausethegovernmentinBeijinghasshownitselfcapableofresistinginternationalmoralsuasion.Butitisalsobecausethecentralgo
7、vernmentisnotalwaysabletoimplementcoherentpolicythatachievesspecificaimswithoutcausingproblemselsewhere.Forinstance,theannouncementlastmonththatexport-taxrebateswouldbereducedonarangeofproductsstartingonJuly1atmayhavecontributedtotheJunesurplusbyencouragingexporterstobeattheru
