3、statecraft,culmina-tingintheevolutionofwhatbecameknownasthelegalinstitutionofwarinthenineteenthcentury.Thereisalsocoverageofthemuch-neglectedtopicofmeasuresshortofwar,mostnotablyofreprisals,butalsoincludingtheevolutionofself-defencedoctrinesandpracticesovertheyears.Internationallegalaspectsofciv
