5、withverynegativehumanrightsrecordstendtosignandratifyhumanrightstreatiesatratessimilartothoseofstateswithpositiverecords.Thestudy’scoreargumentsare(1)thatthedeepeninginternationalhumanrightsregimecreatesopportunitiesforrights-violatinggovernmentstodisplaylow-costlegitimatingcommitment
6、stoworldnorms,leadingthemtoratifyhumanrightstreatieswith-outthecapacityorwillingnesstocomplywiththeprovisions;and(2)thatamongrepressiveregimes,autonomousonesthatarelessconstrainedbydomesticforcesaremorelikelytoratifyhumanrightstreatiesassymboliccommitment,becausethesesovereignsarefree
7、toentertainhighlevelsofdecouplingbetweenpolicyandpractice,whileconstrainedgovernmentsaremorereluctanttoincitedomestic(andforeign)oppositionsandinterestgroups.Thecombinedoutcomeisthatrepressivestatesratifyhumanrightstreatiesatleastasfrequentlyasnon-repressiveones–particularlythoserepre
