1、中國城市規(guī)劃設(shè)計研究院碩士學(xué)位論文歷史街區(qū)保護的實施運行研究姓名：王偉英申請學(xué)位級別：碩士專業(yè)：城市規(guī)劃與設(shè)計指導(dǎo)教師：王景慧20090301中文摘要我國歷史街區(qū)保護工作開展至今，規(guī)劃和施工等技術(shù)手段已相對成熟穩(wěn)定，但是各歷史街區(qū)保護的實施運行方式多種多樣，導(dǎo)致實施效果迥異。本文通過對若干已實施保護的歷史街區(qū)進行案例分類比較研究，探索有益于歷史街區(qū)保護的實施策略。文章首先分析與歷史街區(qū)保護相關(guān)的重要國際憲章和國內(nèi)法規(guī)，從而確定歷史街區(qū)保護實施結(jié)果的評價標(biāo)準(zhǔn)。而后對若干歷史街區(qū)保護案例按照實施主體的差別進行分類，

2、重點分析其實施運行過程，評價實施結(jié)果，從而找出各種實施運行方式和實施結(jié)果之間的關(guān)系。同時，借鑒國外較為成熟的歷史街區(qū)保護實施方式，探索適宜我國歷史街區(qū)保護的實施運行策略。研究認(rèn)為，歷史街區(qū)保護的最終結(jié)果應(yīng)環(huán)境真實、居民獲益、社會發(fā)展三方共贏，應(yīng)建立納入城市日常管理體系的保護制度。保護制度需確定各利益相關(guān)方應(yīng)遵守的基本規(guī)則，保證保護實施中的居民參與，其核心問題是明確保護實施中的政府干預(yù)程度。關(guān)鍵詞：歷史街區(qū)保護實施運行實施主體AbstractFromthebeginningofHistoricDistrictPr
