2、rsThreadlineTheLosAngelesDistrictoftheArmyCorpsofEngineersplayedanimportantroleinthedevelopmentofgeotechnicalengineeringandengineeringgeologypracticeinsouthernCalifornia.AfterpassageoftheRiver&HarborsActof1896,andtherecommendationsoftheWalkerBoardappointedbyPres
3、identClevelandinMarch1897,theCorpsinvolvementwithdevelopingaviabledeep-waterportforsouthernCalifornialedtotheestablishmentoftheLosAngelesDistrictoftheArmyCorpsofEngineersinDecember1898.TheCorpsbegandumpingrockintoSanPedroBayoffPointFirmininlateApril1899.Thegrani
4、teforthisfirstbreakwaterwasquarriedonCatalinaIsland.Theprojectgraduallypickedupspeedascontractorsdevelopedmoreefficientmethodsofplacingtherock,andthebreakwaterprojectwascompletedbetween1902-05.In1902thePacificElectricRailwayconnectedLongBeachandSanPedrototheirex
5、pandingsystemservingsouthernCalifornia.In1905theLosAngeles&SaltLakeRailroad(acquiredbytheUnionPacificin1921)madeconnectionwiththefledglingPortofLosAngeles,providingasecondtranscontinentalraillink,withtheSantaFeRailwayattheHobartYardinLosAngeles,andUnionPacific’s
6、transcontinentallink,inOgden,Utah.In1907theLosAngelesHarborCommissionwasestablished,whichoversawthecontinualevolutionanddevelopmentofthenewportfacilities.EveryoneonthewestcoastexpectedthePanamaCanal,thenunderconstruction,tobringincreasedmaritimecommerce.In1909th
7、ecitizensofSanPedroandWilmingtonvotedtoannexthemselvestotheCityofLosAngeles.Withsimilarvisions,theSouthernPacificRailroadcompletedtheirfirstmajorwharffacilityattheportin1912.CaptainCharlesT.Leeds(1879-1960)becametheLosAngelesDistrictEngineerin1909andhewouldremai
