2、bilityofbuildingsdisasterpreventionandmitigation,assessingandforecastingthepotentialrisksofthedisaster,willgreatlyreducetheprobabilityoftheeconomiclossandcasualty,alsoadvancetheabilityofthewholecitydisasterpreventionandreductionwillbedevelopedandstrengthened.Thispapermakesanalysisofthebuildings
3、vulnerabilityandthecitizens’potentiallifesafety.Duringtheanalysisprocesstheunpredictedeconomiclossandresidents’safetycausedbybuildingvulnerabilityalsodiscussed,theearthquakedisasteranalysisdatabaseisestablishedusingtheGIS(geographicinformationsystem)technique,andcombinedthesystemfordisasterprev
4、entionandmitigationbasedontheGIS.tech.Thethesiscomethroughtheapplicationcase,whichistheanalysisofbuildingvulnerabilityandresidents’safetyofoneapartmentblockinacountyofGansuprovince,emphasisdiscussandanalysisfocusonhowtomakeuseofexistingcadastralinformation(includedigitalizecadastralmaps,urbanca
5、dastraldatabaseandrecordsoflandsurveyandSOon),combinetheArcGISsoftwarepowerfulabilityofspatialanalysisandinformationmanagement,selectedonetypicalrepresentativeareaofthecountyforapplicationstudy.Firstlyrelevantbuildingvulnerabilityanalysisdatabaseisconstructed,throughtheanalysisofbuildingvulnera
6、bility(mainlyincludebuildingstructure,height,area,costandSOforth).Thencombingbuildingearthquakedisasterlossassessmentmodelandcasualtyforecastmethod,completetheeconomiclossevaluatingandcasualtyforesee,whichisthevariousconstructionofbuildingindifferentconditionofseismicintensity.Finallyallurbandi
