4、rnmentoflimitedanddelegatedpowers.GeorgeWashingtonwaschosentoserveaspresidentoftheconventionbythe55delegates,whorepresented12states.ThedelegatesdraftedthedocumentandsentittotheCongressofConfederationforapproval.Itwasthensenttothestatesforratification.All13stat
