3、toshowthatclusteringmunicipalitiesintoencompassingregionalclustersimprovesspendingefficiencyofsinglestand-alonemunicipalities.Weproposeanewgeographicaggregationbasedonmunicipalities-to-municipalitiescommutingflows,definedusinghierarchicalclusteranalysis.OurexampleforPortugalshowsthatfromanoutputor
4、ientedperspective,between85and95percentofmunicipalitieswouldincreasetheirefficiencyscores,whilefromaninputorientedperspective,between81and97percentofmunicipalitieswouldalsobebetteroffintermsofefficiency.Ourstrategyandresultsarenaturallyquiterelevantinacontextofpublicspendingcontrol.JEL:C14,H72,R50
