5、nceThefieldofgovernanceisbecomingincreasinglypopular,andthesheervolumeofliteraturepublishedinthisareaspeakstothegrowinginterestinthisfield.Governmentsworldwideappeartobeexperimentingwithnewformsofhorizontalgovernance,suchaspublic-privatepartnerships(Osborne,2000;Hoge&Gr
6、eve,2005),interactivedecision-making,stakeholderinvolvement(McLaverty,2002;Edelenbos&Klijn,2006)andotherformsofcitizeninvolvement(Lownesetal.,2001).Manyreasonshavebeenofferedtoexplainthisphenomenon,withthemostcommononebeingthattheroleofgovernmentsischanging.Governmentsi
7、nrecentyearshavebecomemoredependentonsocietalactorstoachievetheirgoalsbecauseoftheincreasingcomplexityofthechallengestheyface.Manyofthesechallengesinvolveconflictingvalues,andaddressingthemdemandsgovernmentsthataremultifacetedandincreasinglyhorizontal(Kickertetal.,1997;
