3、ommitteeoftheChinesePeople'sPoliticalConsultativeConference(CPPCC).I.ImplementationofCentralandLocalBudgetsin2012ill2012,underthefirmleadershipoftheCommunistPartyofChina(CPC),thepeopleofallthecountry'sethnicgroupsworkedtenaciouslyandforgedaheadinsolidarity,andprogresswasachievedineconomican
4、dsocialdevelopmentwhileensuringstability.Onthebasisofthis,freshheadwaywasmadeinfiscaldevelopmentandreforms,andgovemmentbudgetsweresatisfactorilyimplemented.1.ImplementationofPublicFinanceBudgetsNationalrevenuetotaled11.720975trillionyuan,anincreaseof12.8%over2011(hereandbelow).Addingthe270b
5、illionyuanfromthecentralbudgetstabilizationfund,utilizedrevenuetotaled11.990975trillionyuan.Nationalexpenditureamountedto12.571225trillionyuan,up15.1%.Addingthe18.415billionyuanofcentralgovermnentsurplusrevenueusedtoreplenishthecentralbudgetstabilizationfund,the200.billionyuanusedtorepaythe
6、principalonlocalgovernmentbondsandthe1.335billionyuanoflocalgovernmentexpenditurecarriedforwardto2013,nationalexpendituretotaled12.790975trillionyuan.Totalnationalexpenditurethereforeexceededtotalnationalrevenueby800billionyuan.Breakingthesefiguresdown,centralgovernmentrevenueamountedto5.61
7、3242trillionyuan,100.4%ofthebudgetedfigureandanincreaseof9.4%.Includingthe270billionyuancontributedbythecentralbudgetstabilizationfund,totalrevenueusedbythecentralgovernmentcameto5.883242trillionyuan.Centralgovernmentexpenditureamountedto6.414827trillion
