3、andareaof71,620squarekilometres(about28,000squaremiles),74percentofwhichiscultivable.(I.e.5.4millionhectares).However,only34percentofthearablelandisundercultivation.Themainstayoftheeconomyisbuiltaroundthreemainactivities-agriculture,miningandtrade.However,declinesinmineralproductionespeciallydia
4、monds,declinesinagriculturalexports,poorroadnetworkandotherinternalfactorsresultedinsevereabjectpovertyandsocialdissatisfaction.TheurgentneedtoreducepovertyinSierraLeonealsocreatedtheneedforanimprovedquality,reliableandtimelystatisticaldataneededtomonitorprogresstowardstheattainmentoftheMDGsandP
5、overtyReduction.ItisthedesireoftheGovernmentofSierraLeone(GoSL)andtheinternationalfundingagenciesthatallcountriesshouldhaveinplaceaNationalStrategyfortheDevelopmentofStatistics.ThisshouldserveasafoundationonwhichtheNationalStatisticalSystemcanbedeveloped,inlinewiththedevelopmentagendaoftheGoSLan
6、dinparticularthegovernment’sPovertyReductionStrategy(PRSP).TheNSDSwillalsoserveasaguidefortheimplementationoftheannualstatisticsworkplan.InJune1998anIMFMacroeconomicStatisticsMissionundertookanassessmentofthestatusofthecountry’smacroeconomicdatabaseandofthetechnicalassistanceneedswiththeviewofre
7、structuringthestatisticalsystemanddevelopingtheinstitutionalcapacitytocompilequalitystatisticsforinformedeconomicpolicyformulationanddevelopmentmonitoring.Themissionidentifiedpoorstateofinstitutionalcapacityandstatisticalact
