3、PC.1/Circ.791onProvisionalclassificationofsolidbulkcargoesundertherevisedMARPOLAnnexVbetween1January2013and31December2014.2Atitssixty-fifthsession(13to17May2013),theCommitteeacknowledgedthat,asaresultofthedifficultiesexperiencedbyshippers,consequentialproblemsarebeingexperiencedbyshipownersandopera
4、torsinobtainingHMEdeclarationsand,whencargoeshavebeenclassifiedasHME,findingadequatereceptionfacilitiesatreceivingterminals.3Inlightoftheabove,theCommitteeagreedthat,until31December2015,cargoholdwashwaterfromholdspreviouslycontainingsolidbulkcargoesclassifiedasHMEmaybedischargedoutsidespecialareas,
5、providing:.1basedupontheinformationreceivedfromtherelevantportauthorities,themasterdeterminesthattherearenoadequatereceptionfacilitieseitheratthereceivingterminaloratthenextportofcall;.2theshipisenrouteandasfaraspracticablefromthenearestland,butnotlessthan12nauticalmiles;.3beforewashing,solidbulkca
6、rgoresidueisremoved(andbaggedfordischargeashore)asfaraspracticableandholdsareswept;.4filtersareusedinthebilgewellstocollectanyremainingsolidparticlesandminimizesolidresiduedischarge;and.5thedischargeisrecordedintheGarbageRecordBookandtheflagStateisnotifiedutilizingtheRevisedConsolidatedFormatforRep
