2、lianGovernmenthadbeenworkingondevelopingsomemeansofmeasuringthequalityofresearchfromAustralianuniversities.ArecentchangeofGovernmenthasmeantthattheimplementationofaResearchQualityFramework(RFQ)intheformproposedbytheformergovernmentwillnotnowtakeplace.ThenewCommonwealthGovernmentmadeanelectionpr
3、omisethatifelecteditwouldreviewthiscontroversialplan.ItdidsoandinJune2008preliminaryplansforanewversionoftheRQF,calledExcellenceinResearchforAustralia(ERA)wereunveiled.OneaspectoftheplannedRQFthatwillprobablyberetained,however,isthecreationofdigitalrepositoriesforstoringcopiesofallresearchoutpu

5、,accountability,journalranking,qualitymetrics.1.INTRODUCTIONAsanexampleoftheapplicationofinformationsystemsinuniversityresearchmanagement,thispaperconsidersanewresearchqualitysystemthatwastobeintroducedinAustraliain2008.Inastudythatinvestigatedproblemswithresearchmanagementsystemsinanumberofcou
6、ntries,DaveyandTatnall(2007)concludedthat:“Toproperlymanagethegrowthofhumancapitalaknowledgemanagementsystemmustinformthemanageroftheincreaseinresearchoutput,theemergingnewresearchareasandbeabletoaddresearchvaluebyusingaknowledgemanagementsystem.”Thearticlenotedthatwhiletheneedtoprovideinformat
