2、有冤抑，需經(jīng)州縣、府道、省逐級上控后方可進(jìn)京呈控，違例者要被治以越訴之罪。清代律法不僅規(guī)定了呈控的程序，對案件的受理和審理也作出了詳細(xì)規(guī)定。作為清代一項(xiàng)重要的司法制度，京控制度在彰顯公平正義，促進(jìn)法制進(jìn)步方面有重要意義，同時(shí)也起到監(jiān)察官吏，維護(hù)清王朝政治秩序的作用。但是其弊端也非常明顯，京控的成本昂貴，效率低下，大多數(shù)案件京控以后仍發(fā)回重審，案件積壓嚴(yán)重，效果并不理想。關(guān)鍵詞：伸冤；京控；直訴IAbstractTheso-calledCapitalAppealisacriminalproceduresystemthatcomplieswithspecificprocedurestoapp
