5、-Pacificregionaswellasbeyondit,haveintensifiedthefervorofindividualsandgovernmentstoseeandmeasureresultsinlanguagelearning.ManyAPECmembereconomieshaveunderstoodforseveraldecadesthevalueofhavingfacilityinasecondoreventhirdlanguage,especiallythoseforwh
6、omEnglishisnotaprimarymothertongue.However,inrecentyears,eventhoseAPECeconomieswhosecitizensprimarilycommunicateinEnglishhavebeguntoemphasizeandfacilitatethelearningofforeignlanguages.Investmentinlanguageprogramsismadewithanexpectationofreturnoninves
7、tment.Thedegreetowhichthisreturnisrealizedismeasuredbylanguageassessmenttools.Havingaccurateandreliableassessmenttoolsavailableallowsindividualsandeconomiestomakewiseinvestmentdecisions,whetheritbetime,energy,financesorotherresources.Thesettingandass
