1、同濟(jì)大學(xué)環(huán)境科學(xué)與工程學(xué)院碩士學(xué)位論文石化行業(yè)規(guī)劃環(huán)境風(fēng)險評價研究姓名:李紳豪申請學(xué)位級別:碩士專業(yè):環(huán)境科學(xué)指導(dǎo)教師:蔣大和20080301摘要現(xiàn)代化的能源結(jié)構(gòu)已經(jīng)離不開高度發(fā)達(dá)的石化行業(yè)。加上石化行業(yè)本身的特殊性,隨之帶來了巨大的環(huán)境風(fēng)險隱患,這一點在國內(nèi)外建設(shè)項目環(huán)境風(fēng)險研究中都給予了高度關(guān)注。但是,傳統(tǒng)的環(huán)境風(fēng)險評價研究對由規(guī)劃布局、規(guī)劃的不確定性和規(guī)劃的連帶效應(yīng)等引起的環(huán)境風(fēng)險,具有明顯的滯后性評價。為此,本文借鑒建設(shè)項目環(huán)境風(fēng)險評價方法,結(jié)合規(guī)劃環(huán)境影響評價技術(shù)導(dǎo)則、數(shù)學(xué)、環(huán)境風(fēng)險評價學(xué)和可持
2、續(xù)發(fā)展理論等進(jìn)行石化行業(yè)規(guī)劃環(huán)境風(fēng)險評價研究,探討規(guī)劃環(huán)境風(fēng)險形成機(jī)理,分析規(guī)劃環(huán)境風(fēng)險主要影響要素,提出石化行業(yè)規(guī)劃環(huán)境風(fēng)險框架、評價目標(biāo)、防范及管理措施等,在理論上和實踐上都具有深遠(yuǎn)的意義。首先,本文以探討規(guī)劃環(huán)境風(fēng)險評價理論、方法和應(yīng)用為目的,將環(huán)境風(fēng)險評價方法和內(nèi)容融合到規(guī)劃環(huán)境影響評價框架中,建立了規(guī)劃環(huán)境風(fēng)險評價框架?;谑崂韲鴥?nèi)外相關(guān)研究,歸納總結(jié)了規(guī)劃環(huán)境風(fēng)險評價研究現(xiàn)狀和發(fā)展方向,確定了規(guī)劃環(huán)境風(fēng)險評價的主要程序包括:規(guī)劃風(fēng)險源識別、規(guī)劃風(fēng)險分析、規(guī)劃風(fēng)險評價和規(guī)劃風(fēng)險管理;其次,以石化
3、行業(yè)為代表對其進(jìn)行規(guī)劃環(huán)境風(fēng)險機(jī)理分析,將規(guī)劃環(huán)境風(fēng)險從風(fēng)險源的角度分為:第一類環(huán)境風(fēng)險和第二類環(huán)境風(fēng)險,展開探討;第三,應(yīng)用以層次分析法為主的數(shù)學(xué)方法,對規(guī)劃風(fēng)險主要影響要素排序,確定規(guī)劃環(huán)境風(fēng)險優(yōu)先控制環(huán)節(jié);第四,闡述了規(guī)劃環(huán)境風(fēng)險管理作為重要步驟的意義,并按石化行業(yè)特點提出對應(yīng)規(guī)劃環(huán)境風(fēng)險管理措施;最后,以皖維電石化工產(chǎn)業(yè)基地的規(guī)劃環(huán)境風(fēng)險評價為案例。應(yīng)用了研究結(jié)果,確定規(guī)劃主要環(huán)境風(fēng)險,對實際問題提出了規(guī)劃建議,優(yōu)化了規(guī)劃布局方案,提出了管理措施。關(guān)鍵詞:石化行業(yè),規(guī)劃環(huán)境影響評價,環(huán)境風(fēng)險評價A

5、orconstructionprojectsbotllathomeandabroad.HoweverthetraditionaltheoriesandmethodsforprojectERAcannotmeettheneedbytheriskanalysisinplanning,planningconnectionsandtheuncertainty,whichisobviouslagging.Forthatreasous,thepaperbasedontheprojectER氣connectwithpl
