2、發(fā)展策略包括利用城市規(guī)劃手段引導(dǎo)城市經(jīng)營(yíng)模式改進(jìn)利用城市規(guī)劃編制體系和內(nèi)容城市規(guī)劃管理體制與城市規(guī)劃管理政策研究等與城市經(jīng)營(yíng)的整合促進(jìn)城市經(jīng)營(yíng)的健康持續(xù)發(fā)展本文首先從經(jīng)濟(jì)全球化政府職能的轉(zhuǎn)變出發(fā)探討城市經(jīng)營(yíng)產(chǎn)生的原因簡(jiǎn)要介紹城市經(jīng)營(yíng)的概念與內(nèi)涵通過(guò)對(duì)城市經(jīng)營(yíng)與城市規(guī)劃互動(dòng)關(guān)系以及兩者不協(xié)調(diào)根源的剖析得出城市規(guī)劃與城市經(jīng)營(yíng)整合的必要性其次研究了城市規(guī)劃引導(dǎo)的城市經(jīng)營(yíng)模式提出城市經(jīng)營(yíng)應(yīng)該重視由規(guī)劃引起的交通條件生態(tài)環(huán)境和服務(wù)設(shè)施等改善引起的土地升值強(qiáng)調(diào)在城市規(guī)劃引導(dǎo)下政府要嚴(yán)格控制土地一級(jí)市場(chǎng)保證城市土地收益和城市資產(chǎn)增值
3、歸政府所有再次探討城市規(guī)劃編制與城市經(jīng)營(yíng)整合為了適應(yīng)城市經(jīng)營(yíng)的發(fā)展對(duì)目前的城市規(guī)劃編制提出一定的完善措施一是完善城市戰(zhàn)略規(guī)劃中的城市經(jīng)營(yíng)戰(zhàn)略二是編制近期建設(shè)規(guī)劃中的城市經(jīng)營(yíng)引導(dǎo)規(guī)劃三是提出規(guī)劃的編制期限應(yīng)該與城市政府的任期相一致四是利用城市規(guī)劃的技術(shù)手段來(lái)促進(jìn)城市經(jīng)營(yíng)的發(fā)展最后探討城市規(guī)劃管理與城市經(jīng)營(yíng)整合提出適應(yīng)經(jīng)營(yíng)的規(guī)劃管理模式應(yīng)該是城市規(guī)劃管理權(quán)下放到市包括省級(jí)市地級(jí)市和縣級(jí)市同時(shí)也要集中在市不能下放到區(qū)為了適應(yīng)城市經(jīng)營(yíng)的突變性應(yīng)設(shè)立城市規(guī)劃管理的政策研究機(jī)構(gòu)關(guān)鍵詞城市經(jīng)營(yíng)城市規(guī)劃整合城市規(guī)劃編制城市規(guī)劃管理IA
