3、ssful.Intheaftermathofthe1997economiccrises,thelevelofpovertyhasrisenduetosharpincreasesinunemployment.ThelivesofthepoorareatrisksincethesocialsafetynetsysteminKoreaisonlyminimal.Theheavyconcentrationoflandandwealthinafewhandsisamajorobstacletothefurtherenhancementofthequa
4、lityofeconomiclifeamongtheKoreanpeople.ThispaperexaminesthechangingqualityofeconomiclifeespeciallyamongKoreanworkerswithsystematicanalysesoftimeseriesdataonincome,consumption,andpoverty.Theanalysesarebasedontwoassumptions.ThefirstiswhatJohnRawlscharacterizesas“maximinprinc
5、iple,”i.e.,thequalityoflifeinagivensocietycannotberegardedassatisfactorywhensomeofitscitizensareinamiserablestateoflife.ThesecondpremiseisthatKoreanworkershaveyettoreceivetheirfairshareofeconomicdevelopment,althoughitisinternationallyregardedasmoreequitablethanwhatisobserv
6、edinotherdevelopingcountriesINCOMEGROWTHKoreahasdisplayedunprecedentedrapideconomicgrowthfromthemid-1960supuntilthelate1990s,whenanabrupteconomiccrisishitthecountry.Percapitanationalincomeincreased80-foldfromU.S.$125in1966tooverU.S.$10000in1995.Thiskindofrapideconomicgrowt
7、hcouldbefoundonlyinfewEastAsiancountrieslikeHongKong,Singapore,andTaiwan.AnothernotablefeatureofeconomicgrowthinKoreaisthatithasnotbeenaccompaniedbyaworseningdistributionofincome,aswitnessedinmanyLatinAmericancountriesINCOMEDISTRIBUTIONIndividualscholarsandresearchinstitut
