1、摘要在經(jīng)濟(jì)全球化及金融危機(jī)的背景下,貿(mào)易便利化成為近年來(lái)國(guó)際貿(mào)易中最為關(guān)注的問(wèn)題之一。研究表明，在國(guó)際貿(mào)易過(guò)程中，邊境環(huán)節(jié)存在的障礙與困難主要集中在口岸單位與信息流有關(guān)的程序上，因而貿(mào)易便利化成了各國(guó)海關(guān)改革的宗旨。中國(guó)海關(guān)為實(shí)現(xiàn)“管得住、通得快”，在資源有限的情況下，依靠發(fā)展電子政務(wù)建設(shè)推動(dòng)貿(mào)易便利化發(fā)展，并取得了矚目的成果。隨著海關(guān)電子政務(wù)建設(shè)的規(guī)模增大，特別是金關(guān)二期工程正在投入建設(shè)之際，如何引導(dǎo)電子政務(wù)建設(shè)進(jìn)一步推進(jìn)貿(mào)易便利化水平，成為亟待解決的問(wèn)題。本文首先從辨析貿(mào)易便利化及電子政務(wù)等相關(guān)概念入手，厘清貿(mào)易便利化與電子
2、政務(wù)間的關(guān)系；其次回顧海關(guān)電子政務(wù)建設(shè)歷程并分析海關(guān)電子政務(wù)績(jī)效評(píng)估現(xiàn)狀，提出采用平衡計(jì)分卡這一戰(zhàn)略績(jī)效管理工具指導(dǎo)海關(guān)電子政務(wù)績(jī)效評(píng)估的思路；再次，在平衡計(jì)分卡理論的指導(dǎo)下，設(shè)計(jì)以貿(mào)易便利化為戰(zhàn)略目標(biāo)，信息基礎(chǔ)建設(shè)、組織能力、公共效益、用戶滿意的四個(gè)評(píng)估維度的海關(guān)電子政務(wù)績(jī)效評(píng)估模型，構(gòu)建了基于貿(mào)易便利化視角的海關(guān)電子政務(wù)績(jī)效評(píng)估指標(biāo)體系，共4個(gè)一級(jí)指標(biāo)，9個(gè)二級(jí)指標(biāo)，20個(gè)三級(jí)指標(biāo)。最后，依托金關(guān)二期工程建設(shè)，對(duì)本文構(gòu)建的電子政務(wù)績(jī)效評(píng)估指標(biāo)體系進(jìn)行了實(shí)證研究，論證了該電子政務(wù)績(jī)效評(píng)估指標(biāo)體系的可行性與科學(xué)性。關(guān)鍵詞：貿(mào)易便
