6、stigatetheimpactsofcongestionontheelectricitymarketsinoneofthemajorpowersystemsofthenortheast,theNewEnglandsystem.WegiveabriefreviewofthestructureoftheNewEnglandsystemandtheentityinchargeofoperationandcontrol,theISO-NE.WedescribehowtheISO-NEadministe
7、rstheenergymarketandmanagescongestion.AgeneraldefinitionofcongestionisprovidedandthecongestionmetricsandmarketpowermitigationproceduresusedinNewEnglandarediscussed.Themaineffortliesintheanalysisofcongestiondataovera26-monthperiod.Congestionquantities
