1、2015年鄉(xiāng)村醫(yī)生績效考核與補助發(fā)放方案為了加強對鄉(xiāng)村醫(yī)生的管理，調(diào)動廣大鄉(xiāng)村醫(yī)生的工作積極性，進一步穩(wěn)定鄉(xiāng)村醫(yī)生隊伍，鞏固農(nóng)村三級醫(yī)療衛(wèi)生服務(wù)網(wǎng)絡(luò)，確保廣大群眾享受基本醫(yī)療衛(wèi)生服務(wù)，不斷提高農(nóng)民群眾的健康水平和生活質(zhì)量，根據(jù)《四川省衛(wèi)生和計劃局關(guān)于印發(fā)鄉(xiāng)村醫(yī)生績效考核指導(dǎo)意見的通知》（儀隴縣衛(wèi)〔2011〕52號）和南充市衛(wèi)生局《關(guān)于印發(fā)〈南充市推進基本藥物制度鄉(xiāng)村衛(wèi)生服務(wù)一體化管理工作實施方案（試行）〉的通知》（儀衛(wèi)基衛(wèi)〔2013〕17號）文件精神，結(jié)合我鎮(zhèn)實際，制定本方案。一、考核目的通過建立和完善以服務(wù)數(shù)量、服務(wù)質(zhì)量及
2、滿意度為主要內(nèi)容、以崗位責(zé)任與績效為基礎(chǔ)，體現(xiàn)多勞多得、優(yōu)勞優(yōu)得的考核激勵制度，促使鄉(xiāng)村醫(yī)生認真履行基本公共衛(wèi)生和基本醫(yī)療服務(wù)職能，充分調(diào)動積極性和主動性，促進我鎮(zhèn)基本公共衛(wèi)生服務(wù)逐步均等化和推進村衛(wèi)生室實施基本藥物制度，確保廣大農(nóng)民群眾獲得安全、有效、方便、價廉的基本醫(yī)療衛(wèi)生服務(wù)。二、考核原則（一）堅持績效考核與社會效益掛鉤的原則；（二）堅持公平、公正、公開的原則；（三）堅持獎優(yōu)罰劣，考核結(jié)果與發(fā)放補助掛鉤的原則；（四）堅持平時工作檢查與定期考核相結(jié)合的原則。三、考核內(nèi)容按照鄉(xiāng)村醫(yī)生職責(zé)、鄉(xiāng)村醫(yī)生一體化管理工作要求和儀隴縣
3、鄉(xiāng)村醫(yī)生績效考核細則（詳見附件)進行考核；考核內(nèi)容分公共衛(wèi)生服務(wù)、基本醫(yī)療、綜合管理、群眾滿意度四方面內(nèi)容；重點對鄉(xiāng)村醫(yī)生職能履行情況、服務(wù)數(shù)量、服務(wù)質(zhì)量、滿意度評價等進行考核。四、考核方法debuggingserialdebuggingofdrainagesystemprojectcontents1debuggingaVisualinspectionforsanitaryappliancessanitaryappliances;fullwatertest,namelyaftertherelease,seenwhenwate
