1、內(nèi)容摘要本文首先從城市社區(qū)管理解析人手，對城市社區(qū)的概念、強(qiáng)化城市社區(qū)管理的意義進(jìn)行了探討。隨后立足我國城市管理的現(xiàn)狀，對改革開放以來我國城市社區(qū)管理取得的成績、存在的問題進(jìn)行了系統(tǒng)總結(jié)并分析了存在問題的原因。文章認(rèn)為，改革開放以來，我國城市杜區(qū)管理有了長足進(jìn)步。但是，由于計(jì)劃經(jīng)濟(jì)體制的影響，我國城市社區(qū)管理呈現(xiàn)行政化、法制不健全、管理組織力量薄弱等缺陷，與城市社會轉(zhuǎn)軌變型的趨勢以及社區(qū)模式創(chuàng)新的要求格格不入，必須進(jìn)行改革。文章以十六大精神為指導(dǎo)對進(jìn)一步完善我國城市社區(qū)管理提出了構(gòu)想，把西方發(fā)達(dá)國家城市社區(qū)管
2、理的發(fā)展與我國城市社區(qū)管理狀況的對比作為切人點(diǎn)，分析了我國城市社區(qū)管理改革的理論依據(jù)和驅(qū)動因素，提出了城市社區(qū)管理的構(gòu)建原則和基本思路，并由此設(shè)想了完善城市社區(qū)管理的具體思路：健全社區(qū)建設(shè)管理組織體系、組建社區(qū)居民自治管理網(wǎng)絡(luò)、創(chuàng)建學(xué)習(xí)型社區(qū)、大力發(fā)展社區(qū)服務(wù)、加強(qiáng)社區(qū)干部建設(shè)等，從而建立科學(xué)有序、先進(jìn)高效的城市現(xiàn)代社區(qū)管理新模式。關(guān)鍵詞：城市社區(qū)，管理模式，社區(qū)管理，居民自治AbstractThepaperbeginswiththeanalysistourbancommunitymanagement,and
