3、aterqualityofseawaterinthebay,andwaterqualityhaddeterioratedtothefourth-typewaterqualityorless.Worsemore,mostseazonesareundereutrophicationduetoexcessivedischargeoftotalnitrogen(TN)andtotalphosphorus(TP),whichhasgreatlydestroyedtheecologicalenvironmentoftheoceanandevenaf

6、ingBay,thecapacityallocationtechnology,thedischargetradingsystemandtherelatedtradinginstitutionswerestudiedinthispaperbasedonthefruitsoftheestimationaboutfluxofpollutantsenteringtotheseaandthecalculationofmarineenvironmentalcapacity.Themainresearchcontentsandresultsaresh
