2、界的廣泛關(guān)注。當前學界對公共租賃住房政策的研究主要集中在融資、建設規(guī)劃、法律法規(guī)支持以及制度層面的準入、監(jiān)督、退出等方面，而公共租賃住房的價格制定研究則相對較少。本文就公共租賃住房的綜合租金價格制定作出了系統(tǒng)研究。公共租賃住房綜合定價模型主要基于福利性、公平性和效率性的原則擬定。公共租賃住房的綜合價格的確定主要是從公共租賃住房承租對象的收入水平出發(fā)引入住房負擔能力指數(shù)，從公共租賃住房的區(qū)位因素考慮引入反距離插權(quán)IDW模型，同時考慮到公共租賃住房的持續(xù)性發(fā)展要求和福利保障的要求，分別引入持續(xù)性檢驗和保障線檢驗，最終確定公共租賃住房的綜合租金。并以長沙市
3、的公共租賃住房的項目為例做實證分析預測，檢驗綜合定價模型的可行性，同時也與長沙市住房建設委員會制定的長沙市公共租賃住房租金價格進行比較分析。在實證分析的基礎上提出公共租賃住房租金價格必須考慮承租對象承受能力，分層分級考慮，與市場租金掛鉤并且考慮到公共租賃住房項目本身的建筑和管理運營成本來綜合考慮。關(guān)鍵詞：公共租賃住房；綜合定價；福利性；持續(xù)性AbstractPublicrentalhousesrefertothepublicproductwithSOCia‘secur’vLndwelfareestablisheddirectlywithSOClalS
