1、摘要黨的十九大明確提出，要深化貫徹以人民為核心的中心思想，要不斷堅(jiān)持在發(fā)展中保證和改善民生。社會救助制度作為社會保障體系的最后一個安全網(wǎng)，在扶貧工作中發(fā)揮著兜底線的作用，對維護(hù)社會公平、和諧穩(wěn)定的開展具有不可代替的意義。本文以實(shí)證剖析和理論分析為主，分析了現(xiàn)階段我國社會救助制度面臨的問題，并結(jié)合國外成功經(jīng)驗(yàn)提出解決我國社會救助制度的幾點(diǎn)意見和策略。論文主要有五個部分。首先介紹了國內(nèi)外研究的研究背景、研究意義、研究現(xiàn)狀、研究內(nèi)容和研究方法。在此基礎(chǔ)上，界定了社會救濟(jì)制度的概念，并提出了相應(yīng)的理論依據(jù)。接著闡述了我國社會
2、救助制度在近二十年間從封閉式政府救助為主逐漸發(fā)展為開放式社會救助，基本實(shí)現(xiàn)了單一救助到多元救助的轉(zhuǎn)變，使更多的貧困人群被納入社會救濟(jì)體系中的發(fā)展演變以及發(fā)展現(xiàn)狀。最后提出我國社會救助制度在經(jīng)濟(jì)新常態(tài)下仍然存在著城鄉(xiāng)與區(qū)域發(fā)展不協(xié)調(diào)，救助手段單一化，執(zhí)行部門缺位以及管理機(jī)構(gòu)交叉重疊等問題，亟須向精準(zhǔn)救助轉(zhuǎn)變，以精準(zhǔn)定位、精準(zhǔn)鑒別、精準(zhǔn)把握來實(shí)現(xiàn)社會救助制度的“靶向治理”。關(guān)鍵詞：社會救助；兜底線；精準(zhǔn)化治理?AbstractThenineteenthcongressofthecommunistpartyofChina(
