1、稅務(wù)稽查論文：我國稅務(wù)稽查管理問題研究【中文摘要】稅務(wù)稽查是對稅務(wù)組織的資源進行有效整合，以達成其既定的稅務(wù)稽查目標(biāo)與責(zé)任的創(chuàng)造活動。在實施“以納稅申報和優(yōu)化服務(wù)為基礎(chǔ)，以計算機網(wǎng)絡(luò)為依抵集中征收、重點稽查、強化管理”征管模式的進程中，構(gòu)建一個科學(xué)、規(guī)范、效能高的稅務(wù)稽查體系，充分發(fā)揮稽查的職能作用，對于保障征管運行、打擊涉稅違法犯罪、維護稅收秩序和促進經(jīng)濟發(fā)展具有十分重要的意義。本論文分為四章,分別介紹了稅務(wù)稽查管理的概念、內(nèi)容、作用和意義，提出并分析了我國稅務(wù)稽查管理中存在的問題，最后提岀了完善稅務(wù)稽查管理的對策和建議。我國稅務(wù)稽查管理存在的很多問題和不足，如管理體制存在缺陷，法律保障不

2、足，內(nèi)部考核指標(biāo)設(shè)置不合理，內(nèi)部協(xié)調(diào)機制不健全等。究其原因,在于認識規(guī)律的制約，分工模式的影響,保障體系建設(shè)不完善和稅務(wù)稽查人員整體素質(zhì)不高。加強和改善我國稅務(wù)稽查管理，建議采取以下措施：理清稽查管理與征收管理的職能，明確稅務(wù)稽查工作指導(dǎo)思想，實現(xiàn)執(zhí)法意識轉(zhuǎn)換，健全稽查管理監(jiān)控體系，完善稽查內(nèi)部制約機制，加強稅務(wù)稽查的法律保障，加強稅務(wù)稽查隊伍建設(shè),改進工作方法，促進稅務(wù)稽查管理的科學(xué)化、推進信息化建設(shè)?！居⑽恼縏hetaxinspectionadministrationisthecreativeactivitywhichaimstotheeffectiveintegrationofta
