1、中文摘要公民參與是影響公共政策制定的重要因素。傳統(tǒng)參與理論、新公共管理理論以及決策理論等都為我國公共政策制定中的公民參與研究提供了理論依據(jù)。我國公共政策制定中的公民參與有其特有的活動形式及存在問題，本文通過對問題的深入剖析，找到阻礙我國公民參與公共政策制定的原因，并提出解決該問題的對策。在公共政策制定中，一方面需要推進制度建設(shè)，拓寬公民參與公共政策制定的渠道；另一方面也需要政府和公民雙方的共同努力，即公民需要通過教育的引導(dǎo)和基層民主的實踐增強參與意識，提升參與能力，政府需要確立正確的價值取向，變革公共決策體制，以法律的形式明確公民參與權(quán)利，最終將公共政
