3、。除了總規(guī)層面之外,“兩規(guī)”體系中亦需要微觀層面、近期建設(shè)層面和規(guī)劃實(shí)施層面的銜接,而土地進(jìn)入市場(chǎng)的供應(yīng)環(huán)節(jié)就是其中一個(gè)關(guān)鍵。應(yīng)當(dāng)從土地入市這個(gè)環(huán)節(jié)加強(qiáng)城市規(guī)劃指導(dǎo)力度,開展城市規(guī)劃指導(dǎo)下的土地供應(yīng)年度計(jì)劃預(yù)審和具體地塊入市研判工作,既解決目前土地供應(yīng)缺乏規(guī)劃宏觀控制和時(shí)序控制的短板問題,同時(shí)也成為實(shí)施城市總體規(guī)劃的一項(xiàng)重要政策工具。這項(xiàng)工作主要包括3大類內(nèi)容:合規(guī)性預(yù)審、合理性預(yù)審和入市方案預(yù)審。合規(guī)性預(yù)審主要審查供應(yīng)地塊是否符合已有法定規(guī)劃。合理性預(yù)審是指按照規(guī)劃導(dǎo)向,意向地塊在這個(gè)時(shí)點(diǎn)上進(jìn)行出讓是否合理,是否會(huì)帶來負(fù)外部性
4、、是否能夠在最大程度上發(fā)揮土地的價(jià)值。最后,入市方案的審查是對(duì)土地入市的具體方式(招標(biāo)、拍賣、掛牌)進(jìn)行分析判斷。AbstractInrecentyears,thecoordinationofurbanplanningandlanduseplanningbecomeatrend.Inadditiontotheoverallplanning,itmustbestrengthenedinthemicroscopicaspectsofdetailedplanning,intherecentaspectsofconstructionpl
