6、體制改革方案的通知》（國辦發(fā)[1999]37號(hào)文），各?。▍^(qū)、市）相繼組建省級(jí)地調(diào)院，在十余年的發(fā)展過程中，逐步建實(shí)建強(qiáng)，成為地方公益性地質(zhì)隊(duì)伍的骨干U1。自2004年以來，按照中央編委批復(fù)的“三定”方案的要求，中國地質(zhì)調(diào)查局（以下簡稱地調(diào)局）與各省地質(zhì)調(diào)査院（地調(diào)院）保持“項(xiàng)目聯(lián)系、業(yè)務(wù)指導(dǎo)”的順暢關(guān)系，取得了一系列重要的地質(zhì)成果。2015年以來，隨著屮央財(cái)政體制改革、事業(yè)單位分類改革的不斷深化，加之經(jīng)濟(jì)社會(huì)發(fā)展、生態(tài)文明建設(shè)和國土資源中心工作對(duì)地質(zhì)工作的需求發(fā)生了重大變化，促使公益性地質(zhì)工作必須精準(zhǔn)對(duì)接W家重大戰(zhàn)略需求，全面落實(shí)國土資源部和中國地質(zhì)調(diào)查局決
7、策部署，促進(jìn)基礎(chǔ)性、公益性地質(zhì)調(diào)査事業(yè)健康發(fā)展[2]。為適應(yīng)新形勢要求，地質(zhì)調(diào)査工作既要鮮明反映中央的戰(zhàn)略部署，乂要統(tǒng)籌中央與地方公益性地質(zhì)調(diào)查工作有序銜接，這些都需要地方公益性地質(zhì)工作和省級(jí)地質(zhì)調(diào)查隊(duì)伍作為重要支撐，加強(qiáng)協(xié)同配合，地調(diào)局和地調(diào)院的聯(lián)系應(yīng)該加強(qiáng)而不能削弱，而￡L迫切要求建立適應(yīng)新形勢新任務(wù)要求的新型關(guān)系。1各省級(jí)地調(diào)院的基本情況1.1性質(zhì)和隸屬關(guān)系截至2017年7月底，全國31家省級(jí)地調(diào)院隸屬關(guān)系并沒有完全理順、分類改革尚在進(jìn)行中，各省地調(diào)院類別、定位、隸屬關(guān)系等方面呈現(xiàn)多樣化，陜西省地質(zhì)調(diào)查院為陜西省人民政府直屬的正廳級(jí)事業(yè)單位，上海、江蘇、
