5、ttoreflecttheschoolrunningcost;singlemechanism-orientedfundingencouragesuniversityscaleexpansionblindly;lackingoffundingoptionsresultsinashortageofuniversityfunding;fundingofspecialfunds,inadequateinvestment,theconstraintsschoolfullpotential;fundingmodel,melackofperform

6、anceincentives,anddi伍culttomobilizeuniversitiesenthusiasm.Themainproblemsofthecurrentfunding:Govemment—Universitybinaryreversaloffinancialmodellacksreliability,insufficientsupplyofthetotalamountoffundingforhighereducationandfmancialsupporttoeducationisnotbalanced.Inorde
