2、verundertaken.Theimmensescopeoftheprogramandtherapidpaceatwhichitisoccurringarewithoutprecedent:thechangeswillaffectmorethan200,000SOEsemployingmorethan100millionworkersandgeneratingroughlyhalfthenation’sindustrialoutput.AstheChinesegovernmentgrantstheseenterprisesmorecommercial
3、freedomandputsinplacethelegaland?nancialframeworkessentialtoamarketeconomy,theSOEsthemselvesfaceatremendouschallengeindevelopingcompetitivestrategies,renewingtheirorganizations,restructuringtheir?nancing,andreactingtoafast-changingregulatoryenvironment.Whilethishard,nuts-and-bol
4、tsworkofreformisunderway,foreignMNCshaveuniqueopportunitiestoallywithoracquireSOEs–andtohelpshapeChina’stransformation.EVITALIZINGTHEOWNERSHIPSTRUCTURE,management,andoperationalperformanceofChina’sSOEsisaneconomicnecessity:RsubsidiestoSOEstoppedUS$90billionin1992–anunsustainable
5、14percentofgovernmentrevenue.Itisalsoaphilosophicalnecessity:thecountry’sleadersnowrecognizethatcontinuedeconomicgrowthdependsontheintroductionofmarketandbusinessdiscipline.Indeed,onthesuccessofthisthird,“managerial,”waveofreform–farmorethanonthepreviousreformsofagricultureandli
6、ghtindustryduringthelate1970sandearly1980s–reststhecountry’seconomicfuture,aswellasthestabilityofitssocialfabric.Thestakescouldnotbegreater.Accordingtogovernmentstatistics,state-ownedenterprisesarethekeydriversofChina’sindustrialeconomy,accountingforalmosthalfofindustrialproduct
