3、sbecomethefocusofglobalattention.Toeffectivelydealwiththeproblem,theUnitedNationsandotherorganizationsheldseveralmeetings(suchasCopenhagen,Doha)anddevelopedaseriesofenergyconservationprograms(suchastheKyotoProtocol,UNFCCC),developedanddevelopingtheseprogramsenergysavingobligationscountriesd
4、odifferentrules.ManyEuropeancountrieshavethereforeimplementedacarbontaxpolicy,andmadecertainemissionreduction.China,asthecarbondioxideemissionsfromlargecountriestoreducecarbondioxideemissionsasaneffectivecarbontaxlevyyet.Therefore,thisdeparturefromthestatusquoofChina'snationalconditionsandt
5、odesignacarbontaxsystemforChina'scarbontaxlevytoprovideausefulreference.Atpresent,China'senvironmentalpollution,naturaldisastersfrequentlypatronize.Irrationalindustrialstructure,lowenergyefficientnewenergydevelopmentandthelimitedlevelofissuesoutstanding.Ourpreferenceinenvironmentalgovernanc
